Yes, recently students with a residence title for study purposes (§16 B AufenthG) can also work as freelancers. However, this is only possible if self-employment is permitted in the supplementary sheet of your residence title.

The residence titles will be adjusted when you come forward for issuance/extension. A separate application by the person concerned is only necessary if the self-employed activity is to be taken up immediately, but the residence title still contains the prohibition of self-employed work.
